Character encoding is not UTF-8

Declared encoding: windows-1252. A legacy encoding cannot represent most of Unicode, so any character outside its range is lost or mangled.

Changing the declaration to utf-8 moves this page from a finding to a pass. Removing it entirely moves it to #312 instead.
