Character encoding not declared

This document declares no encoding. Without one the browser guesses, and a wrong guess renders accented and non-Latin characters as mojibake.

Adding <meta charset="utf-8"> is the fix, and it is also what would disarm this fixture. So would adding <meta http-equiv="content-type" content="text/html; charset=utf-8">, because the check reads that form too.
