What the check counts
Every h1 in the parsed document, wherever it sits. A single h1 anywhere — in a banner, a navbar, a footer or a sidebar — is enough to satisfy it.
Not to be confused with
The duplicate-h1 finding, which is the other half of the old combined code and is exercised by /duplicate-elements. The two were split precisely because one page can be both, and they need to be two rows.
