No viewport meta tag

Mobile browsers fall back to rendering at desktop width and scaling down, so the page fails Google mobile-friendly assessment.

Adding <meta name="viewport" content="width=device-width, initial-scale=1"> is the fix. Adding the tag with a partial content value moves this page to #311 rather than clearing it.
